The following repair programs are funded by the Community Development Block Grant and HOME Programs. Contact the Community Development Office for more information.
Owner Occupied Single Family Housing Rehabilitation
This program helps repair owner occupied, single family homes in Williamsport’s Corporate City limits. There are Income Limits. Grants and loans are available to qualifying households. The funding you receive is based upon your gross family income.
Your home must be brought to current code and safety standards under this program. Common work items are electrical up dates, roofing, spouting, sidewalks, smoke alarms, insulation, plumbing, flooring, and window replacement. All city residential property owners are encouraged to apply. Make sure your home is safe!

Residential Rental Rehabilitation
If you own a Williamsport rental property with 7 or fewer units we offer a 3% interest Loan with a 15 year repayment term. You will be required to correct all code violations and hazards in the building. The amount of funding depends upon the number of units in the building and the rehabilitation needs. Owners of doubles, duplexes and other multi family housing are encouraged to apply. All code, safety and weatherization items are eligible under this program. Units must be occupied by predominately low to moderate income tenants at an affordable rent. Tenant Income Limits can be found here.

Handicapped Accessibility Improvements
We offer Grants for accessibility improvements to residential properties occupied by low to moderate income persons with disabling conditions. Work items covered under this program include railings, ramps, door way adjustments, bath room modifications and more.

Historic Properties
The City of Williamsport's Millionaires Row Historic District has distinctive 19th Century Victorian buildings significant to our history. To encourage preservation of this asset the City offers a 3% interest loan for owners of Historic Properties. Single, multi-family dwellings and commercial units are eligible. Funds are available for exterior repairs only. The repairs must be done in a historically appropriate manner, meet the Secretary of the Interior’s Standards for Rehabilitation and be approved by the Williamsport Historic Architecture Review Board. Eligible items include roofing, spouting, wood repairs, and many other code and safety items.
PA / Federal Rehabilitation Investment Tax Credits (RITC)
The RITC is a program providing owners of historic properties with valuable tax credits. Under the RITC certain expenses incurred in connection with rehabilitating an old, income producing building are eligible for a tax credit. The Pennsylvania Historical and Museum Commission administers the program.
RITCs are available to owners of income-producing properties. There are two rates—20% for a historic building and 10% for a non-historic building, with different qualifying criteria for each rate.
